Best auto dialer for real estate agents, read against the TCPA

5 vendors comparedVendor claims read 2026-10-22

For the agent, team lead or investor who prospects expireds, FSBOs and pre-foreclosures by phone: which dialers scrub a purchased list against the registry, spot the cell phones, keep records without consent on manual dialing and hold each state's calling hours. We read five vendors' own help centres and product pages on 2026-10-22. Dialers sold together with seller-lead data are left out; the method note says which and why.

Verdict by use case

Best overall

Readymode

The only dialer here whose own help centre describes registry, wireless and litigator checks just before each dial, and it sets a window per state. Fill the consent date column on import: a blank one counts as consent from the upload date.

Verdict

Best for a solo agent

PhoneBurner

One line, so no abandoned calls, and 8 a.m. to 9 p.m. on by default. DNC.com scrubbing for the registry and litigators is a separate subscription; narrow the account window yourself for 8 p.m. states.

Verdict

Best for teams that live in their CRM

Lofty

Every number carries a consent status, and third-party leads start as Unknown, so DNC.com scrubs them before a call. Prerecorded messages wait for recorded consent; calling hours are yours to keep.

Verdict

Fig. 01 A headset resting on an open ledger beside a pencil

Five dialers, nine checks

The rows follow a purchased list from file to phone: the registry and litigator scrubs, the line type, a consent gate and a manual mode for records without one, the abandon cap for multi-line dialing, then the federal window, state windows and your own do-not-call list. Registry scrubbing on its own is compared in the DNC scrubbing comparison, and the litigator scrub guide says what that check can and cannot do. "Our pick" marks the best-overall verdict.

No vendor's own pages put a "No" on these rows. Every gap is a blank in the documentation, shown as "Check with the vendor", and the consent row is blank for all five: none of them describes a field that keeps a record without consent out of automated dialing.

Why expired and FSBO calls carry the risk

A purchased record arrives with a name, an address and a number, and nothing from the owner saying you may call. Three states then go further than the federal rule on how the number may be dialed, and all three end the day at 8 p.m.

Caution

Florida agents: Florida's Telemarketing Act exempts a person licensed under chapter 475, the real estate brokers and sales associates chapter, when soliciting within its scope. The same exemption section keeps two rules for everyone it exempts: § 501.616(6) and (7), which hold the 8 p.m. end and the three-call cap. The automated-dialing rule sits in § 501.059, outside that act, so the licence does not touch it either.

Fla. Stat. § 501.604(25) and its opening clause; § 501.601 (short title). Read 2026-10-22.

Where the federal rule leaves a purchased record

The federal do-not-call rule lets you call a registered number only with the person's permission or an established business relationship: a purchase in the last 18 months or an inquiry in the last 3 months, with you. An expired listing's owner signed with another brokerage, and a FSBO seller's number was put out for buyers, so the safe reading treats a listing pitch to either as a cold sales call. The do-not-call rules for business and the TCPA exemptions guide go through each exemption.

Since 2021, a federal autodialer must be able to store or produce numbers with a random or sequential number generator. Readymode and Kixie both say in their own documentation that theirs cannot; the autodialer guide covers the test. Oklahoma and Maryland wrote their own test around selecting or dialing; Florida's, since a 2023 amendment, says selection and dialing. A prerecorded message or ringless voicemail needs consent under federal law whatever the dialer is. The rest of the state mini-TCPAs are in their own guide.

47 CFR § 64.1200(c)(2), (f)(5), (f)(15); Facebook, Inc. v. Duguid, No. 19-511 (U.S. Apr. 1, 2021); FCC 22-85.

Calling a purchased list: the four checks before the first dial

Run them in this order on every new file: each one removes or reroutes records before the next. Each tab shows the rule, what the list is missing, and the setting that does the check in each of the five dialers. For one number at a time, the quiet hours checker answers the clock question, and the written consent guide shows what a signed agreement has to say.

Vendor by vendor

Each card repeats the table's rows with the detail from the vendor's own page. If you already dial on PhoneBurner, PhoneBurner alternatives lists what to carry over when you switch.

Readymode

readymode.com

What it is

A cloud dialer with a built-in CRM and a real estate page of its own. Preview, power, progressive and predictive modes run from the same queues.

Who it fits

Teams and investors who call purchased seller lists every day and want the registry, cell and litigator checks done by the dialer as it dials.

  • Scrubs against the National DNC RegistryYes

Risk Management, a paid add-on, scrubs against the National DNC at upload and again just before the dialer calls a number.

  • Screens numbers against a known-litigator listYes

The same add-on checks a TCPA litigator list at dial time.

  • Identifies wireless, landline and VoIP numbersYes

Just-in-time scrubbing also checks a list of wireless numbers.

  • Holds records without consent out of automated dialingCheck with the vendor

A consent date mapped from the lead file stops dialing after the days you set. A record with no consent date is treated as consented on the day the file was uploaded.

  • Offers an agent-initiated (manual or preview) dialing modeYes

Preview mode needs the agent to dial each call.

  • Caps the abandoned-call rate at 3% per campaignYes

The default 2.5% Autoconfig plan paces dialing to an abandon threshold of 2.5%. The Aggressive (Manual) plan dials 3 per agent and its abandon rate varies.

  • Calling window by the recipient's time zoneYes

With State Calling Restrictions on, a record outside its local window is skipped and deferred until the window opens.

  • Applies state calling-hour rules by the number's locationYes

State DNC Rules set a start and end time for each region, or keep a region out of dialing.

  • Keeps an internal do-not-call list for outbound callsYes

Numbers on the list are not called by the dialer, but agents can still dial them by hand.

Predictive dialer

PhoneBurner

phoneburner.com

What it is

A one-line power dialer with a contact manager. It calls the next contact only after the agent logs the last call.

Who it fits

A solo agent or a small team working expireds and FSBOs one conversation at a time.

  • Scrubs against the National DNC RegistryYes

Through a DNC.com integration that checks as you dial; a separate subscription.

  • Screens numbers against a known-litigator listYes

Through the same DNC.com integration, which checks a known-litigator database.

  • Identifies wireless, landline and VoIP numbersCheck with the vendor
  • Holds records without consent out of automated dialingCheck with the vendor
  • Offers an agent-initiated (manual or preview) dialing modeYes

Pause and Preview mode stops on each contact; the agent dials or skips.

  • Caps the abandoned-call rate at 3% per campaignCheck with the vendor

A one-line dialer; the help centre names no abandon-rate setting.

  • Calling window by the recipient's time zoneYes

8 a.m. to 9 p.m. by default, read from the contact's phone number; admins can widen it. Toll-free numbers are not blocked.

  • Applies state calling-hour rules by the number's locationCheck with the vendor

One window for the account. PhoneBurner notes some states are stricter; a per-state setting is not described.

  • Keeps an internal do-not-call list for outbound callsYes

A team-wide list the dialer skips, fed from call results, the contact record and manual entry.

Power dialer

Lofty

lofty.com

What it is

A real estate CRM and IDX website platform with a built-in dialer for call lists and one-off calls. Its lead-generation services are managed ad and postcard campaigns.

Who it fits

Agents and teams who keep every lead in one CRM and want each phone number to carry its own consent status.

  • Scrubs against the National DNC RegistryYes

A DNC.com integration, with your own registry access and DNC.com subscription, scrubs numbers whose consent is Unknown when you call or text and warns on a hit.

  • Screens numbers against a known-litigator listYes

The same integration connects known-litigator lists.

  • Identifies wireless, landline and VoIP numbersCheck with the vendor
  • Holds records without consent out of automated dialingCheck with the vendor

Prerecorded messages and ringless voicemail go only to numbers with recorded consent. Live calls from the dialer are not held back by consent status.

  • Offers an agent-initiated (manual or preview) dialing modeYes

A dial pad places one-off calls by hand, beside the call lists.

  • Caps the abandoned-call rate at 3% per campaignCheck with the vendor

Its two- and three-line dialer plays your callback message to a second answer, and Lofty says it is not currently sold.

  • Calling window by the recipient's time zoneCheck with the vendor
  • Applies state calling-hour rules by the number's locationCheck with the vendor
  • Keeps an internal do-not-call list for outbound callsYes

Numbers on an internal, national or state list you import cannot be called or texted; only the account admin removes them.

Real estate CRM

Integrates with the National Do Not Call Registry; its compliance FAQ adds scrubs of the major state-level lists.

  • Screens numbers against a known-litigator listCheck with the vendor
  • Identifies wireless, landline and VoIP numbersYes

The same list management scrubs for mobile numbers.

Applies state and federal calling-time restrictions per contact, plus a state holiday calendar.

  • Keeps an internal do-not-call list for outbound callsYes

A contact-preference list that takes numbers out of active dial lists as soon as they are added.

Call centre dialer

Kixie

kixie.com

What it is

A cloud phone and texting tool that sits inside the CRM. Its PowerDialer works through PowerLists on one line or several.

Who it fits

Agents on a CRM such as HubSpot or Salesforce who mostly call their own leads and want hours set list by list.

  • Scrubs against the National DNC RegistryCheck with the vendor

A paid add-on blocks numbers Kixie's own algorithm judges likely to be on the registry, with no warranty of accuracy.

  • Screens numbers against a known-litigator listCheck with the vendor
  • Identifies wireless, landline and VoIP numbersCheck with the vendor

A PowerList setting lets agents dial numbers the DNC add-on flags, for contacts you say have consented; there is no consent field that holds records back.

  • Offers an agent-initiated (manual or preview) dialing modeYes

Click-to-call and manual dialing beside the PowerDialer.

  • Calling window by the recipient's time zoneYes

PowerList Target Hours in each contact's time zone, taken from the number's area code.

  • Applies state calling-hour rules by the number's locationCheck with the vendor

One window per PowerList; a stricter state needs a list of its own.

  • Keeps an internal do-not-call list for outbound callsYes

Managers keep a blocked-numbers list, set per contact method.

Sales dialer

How we read the claims

Questions agents ask

Can I use an auto dialer to call expired listings?

The dialer is one question of four. The number has to clear the National Do Not Call Registry from a copy no more than 31 days old, the call has to land between 8 a.m. and 9 p.m. at the owner's location (8 p.m. in Florida, Oklahoma and Maryland), and a cell phone without written consent is safest called by hand. Florida, Oklahoma and Maryland require written consent for sales calls made through an automated system that selects or dials numbers (Florida's text says selection and dialing), which reaches further than the federal autodialer test.

Do FSBO numbers have to be scrubbed against the Do Not Call list?

Treat them as cold. The rule exempts calls made with the person's invitation or permission and calls to someone with an established business relationship: a purchase in the last 18 months or an inquiry in the last 3 months, with you. A number on a for-sale sign was put there for buyers. Before calling any area code, the seller also has to have paid the registry's annual fee for it (16 CFR § 310.8(a)).

Does a purchased lead list come with consent to call?

Not consent you can use. Prior express written consent is a signed agreement, naming the number, that authorizes the seller to make automated or prerecorded sales calls to it (47 CFR § 64.1200(f)(9)). A list a data vendor compiled carries no agreement between the owner and you. Lofty, for one, files leads from third-party sources under Unknown consent by default.

Can I drop a ringless voicemail on expired listing owners?

Not without consent. The FCC ruled in 2022 that a ringless voicemail to a wireless phone is a call made with a prerecorded voice, so it needs consent, written when it markets something (FCC 22-85). The 2021 Supreme Court ruling that narrowed the autodialer definition says outright that it does not affect the prerecorded-voice rule.

What does a TCPA mistake cost an agent?

$500 per call or text, up to three times that ($1,500) if the court finds the violation willful or knowing. Do-not-call claims open after more than one call in 12 months by or for the same caller, at up to $500 each. State laws add their own, and Florida awards the winning side its attorney fees.

Why are Mojo, REDX, Vulcan7 and Landvoice not on this page?

Each sells seller-lead or homeowner contact data (expireds, FSBOs, pre-foreclosures) alongside its dialer, and this page compares dialer and CRM software only. The checks here apply to their dialers just the same: scrub the list, find the cell phones, route numbers without written consent to manual dialing, and set the clock by the strictest state.
