Best power dialer for the TCPA's calling rules
7 vendors comparedVendor claims read 2026-10-22
For the owner or sales lead whose reps work a call list one conversation at a time: which power dialers keep to one line per rep, stop dialing outside 8 a.m. to 9 p.m., honour do-not-call lists, send a caller ID that can take an opt-out, and record calls the way each state allows. We read seven vendors' own help centres on 2026-10-22. For teams that dial more lines than they have agents, see the predictive dialer comparison.
Verdict by use case
Best overall
A true one-line dialer with 8 a.m. to 9 p.m. hours on by default, a team-wide do-not-call list and a preview mode. Budget for the separate DNC.com subscription if you call consumers.
Best for teams running campaigns
Time-zone windows you choose the source for, company DNC lists that log who added each number, and a message for answers no agent can take. Lines per agent are set campaign by campaign.
Best for recording calls across states
Its Power Dialer stays on one line, and recording switches off by default for calls into all-party states. Calling hours are set state by state, so check each slot against the federal window.

Seven dialers, nine requirements
The first row is the one that makes a power dialer what it is: one number dialed for each free rep. The abandon-message row only matters once a dialer runs more lines than that. The rest apply to any outbound sales call: the calling window, the do-not-call rules, caller ID, a manual mode, recording consent and the consent record. "Our pick" marks the best-overall verdict.
All four "No" cells belong to Aircall, and they come from its own campaign guide, which leaves calling hours, do-not-call lists and consent records to the customer. A blank in a vendor's documentation is shown as "Check with the vendor", never as a yes.

One line or several
On one line, whoever answers is talking to the rep who dialed, so abandoned calls are close to impossible. Five of the seven also offer a mode that dials several numbers per rep, and the moment a second line opens the predictive rules come back. Here is what each vendor offers and what happens to the calls it drops.
| Dialer | One line per rep | More than one line | When two people answer |
|---|---|---|---|
| PhoneBurner | Always: the next number dials after the rep logs the call | None described | Nothing to drop |
| Kixie | PowerDialer 1 | Up to 4 or 10 lines; AI Human Detect up to 10 | Connects the first answer in each group |
| JustCall | Power Dialer, one agent | Predictive: several per agent (SalesPro plan) | Holds the call for your set time, plays your message, marks it abandoned |
| Orum | Power dialing | Parallel, up to 5 lines | Connects the first person it detects and cancels the other calls |
| Dialpad | Lines per agent set to 1 | Lines per agent set per campaign | Plays your Disconnect Message when no agent is free |
| Close | Power Dialer | Predictive Dialer | Plays your abandonment message; skips that lead for 72 hours |
| Aircall | Power Dialer | None described | Nothing to drop |

What a second line brings back
The two-second clock. A call is abandoned if no live sales representative is on it within two seconds of the greeting. The cap is 3% of live-answered calls per campaign in each 30-day period, and the person must hear who called, a number for do-not-call requests and a key-press opt-out.
47 CFR § 64.1200(a)(7)Calls cut off while ringing. Orum's help centre says the other calls are canceled once one person connects. A telemarketing call may not be hung up unanswered before 15 seconds or four rings, so ask any parallel vendor how long a call has rung before it is canceled.
47 CFR § 64.1200(a)(6)Detection time. Multi-line modes listen for a live voice before they connect. Kixie lets you set that wait from 2 to 5 seconds; JustCall says its machine detection takes about 4 to 5. The person who answered is waiting the whole time.
Vendor help centres
Worked example: one rep, three lines, 30 days
- Calls a person answered
- 400
- Answered while the rep was busy
- 15
- Abandon rate
- 3.75%
At 3%, 400 answered calls allow 12 abandoned ones. Fifteen is over the cap, even though the rep never had a moment off the phone. On one line the same month has no abandoned calls at all. The predictive dialer comparison has a calculator for a running campaign.
Illustrative figures; the arithmetic follows 47 CFR § 64.1200(a)(7).
Calling hours: block or filter
Every dialer here except Aircall has some way to keep calls inside a window. Some stop the dial; others only narrow the list a rep starts from, which works until someone builds a new list.
| Dialer | Time zone comes from | Default window | Block or filter |
|---|---|---|---|
| PhoneBurner | The phone number only; the address sets the local time shown, never when a call is allowed | 8 a.m. to 9 p.m. by default | Block |
| Kixie | The number's area code | Your account's business hours, changeable per PowerList | Block |
| JustCall | The contact's region; US states can each have their own slot | Off until you switch it on and add hours | Block |
| Dialpad | Your pick: area code, a time zone field, the postal code, or postal code then area code | Set per campaign | Block |
| Orum | Area code (time range) or a time zone field in your CRM | Set in the filter | Filter |
| Close | The lead's local time; its source is not stated | Set in the Smart View | Filter |
| Aircall | No setting described | Left to the customer | None |
A block stops the dial outside the window; a filter only narrows the list you start from. Read 2026-10-22.
The rule counts the hour “at the called party's location”, and most of these dialers read it from the area code. People keep their numbers when they move, so a number can be on Eastern time while its owner wakes up in California. The auto dialer comparison shows how six dialers, two of them listed here, read the clock.
These windows are settings, not limits. PhoneBurner says outright that admins can extend its hours, and JustCall's own example opens California at 7 a.m. Whoever changes the setting owns the call.
A window that holds when the time zone is a guess
For a list in the lower 48 states, calling between 11 a.m. and 9 p.m. Eastern keeps every contact inside the federal 8 a.m. to 9 p.m. window, wherever they moved: it is 8 a.m. in Los Angeles at the start and 6 p.m. there at the end. Alaska, Hawaii and the states with shorter windows need their own slots; the state mini-TCPA guide lists them and the quiet hours checker answers for one number.
Federal window: 47 CFR § 64.1200(c)(1). The Eastern-to-Pacific gap is three hours all year.
Is a power dialer an autodialer?
Since 2021 the federal answer turns on how the dialer gets its numbers, and a one-line power dialer is the easier case. Three questions settle most of it; Florida asks a fourth.
“We hold that a necessary feature of an autodialer under §227(a)(1)(A) is the capacity to use a random or sequential number generator to either store or produce phone numbers to be called.”
01
Does it make up the numbers?
No. Every dialer here calls a list you load or a CRM view you build, which is the point vendors lean on when they say theirs is not an autodialer.
Facebook v. Duguid; 47 CFR § 64.1200(f)(2)
02
Who decides the order?
You do, by the sort you set: Close calls leads in the order the Smart View shows them, Aircall in the order of the list. Footnote 7 is why that matters.
Duguid, footnote 7
03
Does a recording speak?
A voicemail drop or a recorded message is the separate artificial or prerecorded voice ban, and the Court left it untouched.
47 U.S.C. § 227(b)(1)(A), (B); 47 CFR § 64.1200(a)(2), (a)(3)
The footnote reads in full that “an autodialer might use a random number generator to determine the order in which to pick phone numbers from a preproduced list”. A power dialer that shuffles your list with a random number generator is closer to the line than one that calls it top to bottom. Vendors read the case their way: Kixie's help centre says “Kixie does not offer the functionality to “robodial” using randomly or sequentially generated numbers.” That is a vendor's reading of its own product, not a ruling.
The label changes less than it seems. The calling window, the National Do Not Call Registry, your internal list, caller ID and the abandoned-call rule all apply to telemarketing calls whatever dials them. And the Court said of the prerecorded-voice ban: “Our decision does not affect that prohibition.” The longer version is in what counts as an autodialer.
Florida does not use the federal test. It bars an unsolicited sales call that “involves an automated system for the selection and dialing of telephone numbers” without the called party's prior express written consent (Fla. Stat. § 501.059(8)(a)). The words are about selecting and dialing, not about how many lines. For Florida leads without a signed agreement, the cautious course is the preview or manual mode the table tracks; the state telemarketing laws guide has the rest.
Setup checklist
Eleven settings to confirm before the first dial session, whichever vendor you pick. Print it for whoever owns the dialer account. The general TCPA compliance checklist covers texting and records as well.
Before the first dial session
0 of 11 set
Tick each control as you set it in the dialer. Nothing is saved or sent.
Federal rules plus Florida's, for a business making sales calls.

How we read the claims
Questions buyers ask
What is the difference between a power dialer and a predictive dialer?
A power dialer calls the next number when a rep is free, so whoever answers reaches the rep who placed the call. A predictive dialer calls more numbers than it has free agents and bets that most will not answer. The second design is why the FCC caps abandoned calls at 3% of live answers per campaign in each 30-day period (47 CFR § 64.1200(a)(7)). Several power dialers here also sell a multi-line mode, which brings the same rule back.
Is a power dialer an autodialer after Facebook v. Duguid?
The Supreme Court held on 2021-04-01 that an autodialer must have the capacity to use a random or sequential number generator to store or produce the numbers it calls. A power dialer that calls a list you load does not generate numbers, which is why vendors such as Kixie say theirs does not robodial with generated numbers. That is the vendor's reading, not a ruling: the Court's footnote 7 notes that a generator can also pick the order of numbers from a list, and Florida's own law asks a different question.
Can a one-line power dialer still abandon a call?
Yes, if the rep is not on the line within two seconds of the greeting. That can happen when answering-machine detection holds the call while it listens for a voice. Dialer settings do not move the FCC's clock: JustCall, for one, lets you choose how long a caller waits before it marks the call abandoned, but under 47 CFR § 64.1200(a)(7) the call is abandoned at the two-second mark whatever the setting says.
Do power dialer calls need a National Do Not Call Registry scrub?
Telephone solicitations to residential numbers on the registry are barred, and the safe harbor needs a registry copy no more than 31 days old (47 CFR § 64.1200(c)(2)). Most dialers here do not hold the registry themselves: PhoneBurner connects to DNC.com on a separate subscription, and Kixie's add-on flags numbers its own algorithm judges likely to be registered. The private action allows up to $500 per call after more than one call in 12 months, up to three times that ($1,500) if the court finds the violation willful or knowing.
Do these rules apply to B2B cold calls?
Partly. The calling window and the registry protect residential subscribers (47 CFR § 64.1200(c)), and the FCC applies them to wireless numbers as well (§ 64.1200(e)), so a mobile number on a prospect list may be someone's personal phone. The abandoned-call limit speaks of all telemarketing calls answered live, with no residential limit. Treat a list of mobile numbers as consumer numbers unless you know otherwise.
Which caller ID should a power dialer send?
A telemarketer must transmit caller ID, either the calling number or the billing number, plus its name when the carrier allows, and must never block it (47 CFR § 64.1601(e)). The number shown has to take do-not-call requests during regular business hours, so if the dialer rotates local numbers, every number in the pool must reach someone who can log the request. PhoneBurner stopped selling Branded Caller ID on 2024-09-01 and now registers caller names (CNAM) instead.
