Best DNC scrubbing software: the registry, your lists and the records
6 vendors compared11 rowsVendor claims read 2026-10-22
For the owner or operations lead who calls or texts prospects and needs one job done well: take every number off the list that the National Do Not Call Registry, a state list or your own customers have put off limits, and keep the proof. This page compares do-not-call scrubbers only. We read six vendors' own sites and documentation on 2026-10-22; every status names the page it came from.
Verdict by use case
Best overall
It refreshes the federal registry daily, re-scrubs saved lists on a schedule and keeps an audit trail per number and per list. Its policy wizard and staff training reach the two safe-harbor parts most scrubbers leave to you.
Best inside an existing dialer or CRM
Contact Center Compliance (DNC.com)
Its docs show connectors for Genesys, Zoom Contact Center, VICIdial, Salesforce and GoHighLevel, so the scrub runs where the calls start. RetroScrub re-checks old lists after registry updates.
Best for apps built on Twilio or Vonage
One API call checks the registry under your own subscription, state lists, your internal list and line type, and its pages name Twilio, Plivo, Vonage and RingCentral. Pair it with an FCC reassigned-number query, which its pages do not describe.

Six tools, eleven rows
The first three rows are about the national registry: the scrub itself, whose subscription it runs under, and whether old lists get checked again. The next four cover the other lists and the number. The last four are how the scrub connects to your calling and what it leaves behind as a record. "Our pick" marks the best-overall verdict.
Broader suites that also handle calling hours and consent proof are on our TCPA compliance software comparison, and the rules behind each list are laid out in Do Not Call rules for business.

- Scrubs against the National DNC Registry
- The safe harbor needs a registry copy obtained no more than 31 days before the call.47 CFR § 64.1200(c)(2)(i)(D)
- Scrubs under your own registry subscription (SAN)
- The safe harbor asks the seller to buy its own access to the registry from the administrator and never share the cost; the FTC's rule bars splitting access among a service provider's clients.47 CFR § 64.1200(c)(2)(i)(E)
- Re-scrubs saved lists when the registry updates
- The registry copy must be no more than 31 days old on the date any call is made, so a list scrubbed once and worked for weeks needs another pass.47 CFR § 64.1200(c)(2)(i)(D)
- Scrubs state do-not-call lists
- Some states keep their own registries; Maine's law counts a number on the national or state registry for 3 months as off limits for sales calls.10 M.R.S. § 1499-B(6) (Maine)
- Keeps an internal do-not-call list for outbound calls
- Telemarketers must record a do-not-call request when it is made and honour it for five years.47 CFR § 64.1200(d)(3), (d)(6)
- Identifies wireless, landline and VoIP numbers
- Autodialed or prerecorded calls to a cell phone need the called party's prior express consent, so the line type decides which rule a number falls under.47 U.S.C. § 227(b)(1)(A)(iii)
- Checks numbers against the FCC Reassigned Numbers Database
- A database answer of "no" that turns out wrong is a safe harbor for a call to a number that changed hands after consent.47 CFR § 64.1200(m)
- Plugs into named dialers or CRMs
- A scrub only protects the calls that pass through it; a built-in connector keeps a dialer or CRM from calling around the check.
- Checks numbers by API at the moment of contact
- A list scrubbed weeks ago goes stale; a check when the call or text goes out uses the lists as they stand that day.
- Scrubs whole lists by upload or SFTP (batch)
- Most lists arrive as files: a batch scrub cleans the file before it is loaded, and its report is the dated record of what was removed.
- Keeps a record of every check for audits
- The national DNC safe harbor holds only if the business maintains records documenting its scrub process.47 CFR § 64.1200(c)(2)(i)(D)
What the DNC safe harbor actually requires
The FCC excuses a call to a registered number only if the business shows the call was an error and that five practices were routine (47 CFR § 64.1200(c)(2)(i)). Scrubbing software is built for one of them. The cards below split each part into what a tool can carry and what stays on your desk.
Training is the part most often missing: our TCPA training quiz gives callers a dated check, and the TCPA compliance checklist covers the written procedures.
(A) Written procedures
"It has established and implemented written procedures to comply with the national do-not-call rules"
- What software can do
- Drafts the consumer-facing DNC policy: PossibleNOW's Policy Wizard and DNC.com's DNC Policy Editor both do this.
- What stays with you
- The procedure itself: who scrubs, how often, what happens to a flagged number, and proof that staff follow it.
(B) Training of personnel
"It has trained its personnel, and any entity assisting in its compliance"
- What software can do
- PossibleNOW builds online training into DNCSolution. Most scrubbers in our table offer none.
- What stays with you
- Training every caller and every outside vendor that dials for you, and keeping the dated record that they were trained.
(C) Recording
"It has maintained and recorded a list of telephone numbers that the seller may not contact"
- What software can do
- Holds the internal list and suppresses it in every scrub, with dates: PossibleNOW, DNC.com and Blacklist Alliance do.
- What stays with you
- Getting each request into the list from every channel, within 10 business days, and keeping it for 5 years.
(D) Accessing the registry
"employing a version of the national do-not-call registry obtained from the administrator of the registry no more than 31 days prior to the date any call is made, and maintains records documenting this process"
- What software can do
- The core job: a fresh registry copy, a scrub before the call, re-scrubs as the list ages, and a report of every pass.
- What stays with you
- Running every list through it before dialing, and keeping the reports where you can find them later.
(E) Purchasing the registry
"It purchases access to the relevant do-not-call data from the administrator of the national database and does not participate in any arrangement to share the cost"
- What software can do
- Nothing. A scrubber uses your subscription; it cannot lend you its own.
- What stays with you
- Buying your own registry access from the FTC for the area codes you call, and renewing it every year.
Plus The result of error
"It can demonstrate that the violation is the result of error"
- What software can do
- Its logs can show the number was scrubbed and suppressed, which helps prove a slip rather than a habit.
- What stays with you
- Showing the call was a mistake despite (A) to (E) running as routine business practice.
Vendor by vendor
Each card repeats the table's rows with the detail from the vendor's own page. Two of the six are phone-validation tools and one is a litigator list with DNC scrubbing added; the litigator scrub guide explains what those lists do and do not protect.

How we read the claims
Questions buyers ask
How often do I have to scrub against the Do Not Call Registry?
Often enough that the registry copy is no more than 31 days old on the date of each call (47 CFR § 64.1200(c)(2)(i)(D)); the FTC's Telemarketing Sales Rule uses the same 31 days (16 CFR § 310.4(b)(3)(iv)). The clock runs from the copy's date, so a vendor that refreshes daily and re-scrubs saved lists keeps you inside it without a calendar. Registrations do not expire: the FCC rule says they must be honored indefinitely, until the consumer cancels or the number is removed.
Can I use my scrubbing company's registry access instead of buying my own?
No. The safe harbor asks the seller to buy access from the registry administrator and not share the cost (47 CFR § 64.1200(c)(2)(i)(E)), and the FTC's fee rule bars any arrangement with a service provider to divide access costs among its clients (16 CFR § 310.8(c)). DNC.com, PossibleNOW, RealPhoneValidation, Blacklist Alliance and TCPA Litigator List all state that they scrub against your own subscription. Landline Remover's pages do not say, so ask before you rely on it.
Does DNC scrubbing apply to text messages?
Yes. The FCC's do-not-call rules "are applicable to any person or entity making telephone solicitations or telemarketing calls or text messages to wireless telephone numbers" (47 CFR § 64.1200(e)). A marketing text to a registered number counts like a call: someone who gets more than one in 12 months from the same business can sue for up to $500 per violation, and the court can triple that for a willful or knowing violation (47 U.S.C. § 227(c)(5)).
Is a carrier "reassigned" flag the same as the FCC database check?
No. The safe harbor in 47 CFR § 64.1200(m) covers a query of the FCC's Reassigned Numbers Database made with the date consent was obtained, when the database wrongly answers "no". It protects consent-based calls, not do-not-call compliance, so it sits beside the scrub rather than inside it. DNC.com documents its FCC query (RND Basic) apart from its carrier-data products; RealPhoneValidation queries the FCC database with the last consent date.
Why does the line type matter if the number is not on the registry?
Because a separate rule applies: an autodialed or prerecorded call to a cell phone needs the called party's prior express consent (47 U.S.C. § 227(b)(1)(A)(iii)). The FCC rule allows a short grace period for a voice call made within 15 days of a number moving from landline to wireless, unless it is already on the registry or your own list (47 CFR § 64.1200(a)(1)(iv)). A wireless or ported flag on each scrub tells you which rule a number falls under.
Which state do-not-call lists should a scrub cover?
Every state you call into that keeps one. PossibleNOW's list page names twelve state lists. DNC.com includes most state lists on every account but keeps Louisiana and Oklahoma blocked until you send proof of state telemarketer registration. Maine treats a number on the national or state registry for 3 months as off limits for sales calls (10 M.R.S. § 1499-B(6)).
