Twilio SMS pricing: how a US texting bill is built
11 min readTwilio prices read 2026-10-22
For the owner or ops lead about to text customers through Twilio, or wondering why last month's bill was higher than expected: every line a US Twilio SMS bill carries, what each one costs, and where compliance mistakes add to it. Every figure is Twilio's published price on 2026-10-22, taken from Twilio's own pages; check Twilio's page before you budget.

The short answer
A Twilio texting bill has six lines. Two scale with every message, two are monthly, one is one-time, and one only shows up when something goes wrong. Here they are as Twilio published them on 2026-10-22, for a US business texting from a registered local (10DLC) number.
So a one-segment text to a Verizon customer costs $0.0133 in per-message charges, and across an even mix of the three big carriers about $0.01264 a segment. The monthly and one-time lines decide whether a small sender pays a few dollars or a few dozen, which is what the worked bill further down shows.
You pay per segment, not per text
Twilio's own words: “Twilio bills SMS per message segment sent.” A segment holds 160 characters of the standard GSM-7 alphabet. Go one character over and the text splits into parts of 153, because each part carries a small header that tells the phone how to stitch it back together. One character outside GSM-7 (an emoji, a curly quote, an accented letter the alphabet lacks) switches the whole text to UCS-2, where a segment holds 70 characters and each part of a longer text 67.
| Message | Encoding | Segments | Per send, all in | Per 10,000 sends |
|---|---|---|---|---|
| A 155-character reminder in plain letters | GSM-7 | 1 | $0.01264 | $126.40 |
| The same reminder at 161 characters | GSM-7 | 2 | $0.02528 | $252.80 |
| A 300-character promotion with a link | GSM-7 | 2 | $0.02528 | $252.80 |
| A 120-character text with one curly apostrophe (’) | UCS-2 | 2 | $0.02528 | $252.80 |
| A 350-character update with one emoji (3 segments without it) | UCS-2 | 6 | $0.07584 | $758.40 |
“All in” = Twilio's $0.0083 plus $0.00434, the average long code carrier fee over a mix of one third AT&T, one third T-Mobile and one third Verizon (the 10DLC cost calculator's default).

The curly apostrophe is the trap owners fall into most: it arrives by pasting copy from a word processor, and it doubles the cost of a text that looks short. Twilio offers Smart Encoding, which swaps characters like curly quotes for their plain versions, and it recommends keeping texts under 320 characters. Its platform accepts up to 1,600. Before a campaign goes out, paste the copy into the SMS segment counter: it flags the character that forced UCS-2 and shows the segment count, which is the number Twilio multiplies.
Carrier fees, carrier by carrier
On top of Twilio's rate, every US carrier charges its own fee per message, and Twilio adds it automatically by the recipient's network. Twilio says it passes these fees through “without increasing the price charged by the carriers”. You do not pick the carrier; your list does.
| Carrier | Long code SMS out | Long code SMS in | Long code MMS out | Toll-free SMS out |
|---|---|---|---|---|
| AT&T | $0.0035 | $0.0035 | $0.009 | $0.0035 |
| T-Mobile | $0.0045 | $0.0025 | $0.01 | $0.0045 |
| Verizon | $0.005 | None listed | $0.007 | $0.005 |
| US Cellular | $0.005 | $0.0025 | $0.01 | $0.0045 |
| All other carriers | $0.0042 | None listed | $0.01 | $0.0042 |
Two things in that table cost owners money. First, the carrier fee averages about half of Twilio's own rate, so a budget built on $0.0083 alone comes up about a third short. Second, the carrier fee never gets cheaper with volume. Twilio's 10DLC fee article says volume pricing can apply to Twilio's fee, but because the carrier fee is passed through, “every message segment is charged the same fee.” Inbound texts carry fees too on AT&T, T-Mobile and US Cellular, so every reply a customer sends adds to the bill.
10DLC registration fees
Texting from a local number to US phones means registering a brand (your business) and a campaign (what you send) with The Campaign Registry through Twilio. Twilio says it passes these fees through “with no added cost”. What each step checks is in what 10DLC is; here is what it costs.
| Brand type | Who it is for | Brand, one-time | Secondary vetting | Typical campaign, monthly |
|---|---|---|---|---|
| Sole Proprietor | No tax ID (EIN) | $4.50 | None | Sole Prop $2 |
| Low Volume Standard | Tax ID, under 6,000 messages a day | $4.50 | None | Low Volume Mixed $1.50 |
| Standard | Tax ID, over 6,000 messages a day | $46 | Included | Standard $10 |
Every campaign also carries a one-time $15 vetting fee, then its monthly fee: Charity $3 and Emergency $5 alongside the three in the table. Twilio bills the monthly fee at approval and then every month “unless the Campaign is deactivated/deleted”, so a campaign you stopped using still bills until you delete it. A Low Volume Mixed campaign is capped at 2,000 segments a day toward T-Mobile.

The registry raised its fees on 2025-08-01: brand registration from $4 to $4.50, standard vetting from $40 to $41.50, a vetting appeal from $10 to $11, and a new $12.50 charge each time a public for-profit brand has to retry Authentication+. Twilio's own A2P 10DLC product page still showed the older $44 and $4 brand fees on 2026-10-22; the help-centre article carries the current ones, and this guide uses those. The 10DLC registration cost calculator runs these same Twilio figures over a year, next to four other providers' published fees.
Phone numbers, toll-free and add-ons
Every sending number is rented by the month, and Twilio adds the rent to your message and carrier costs. The per-segment rate is the same $0.0083 on all three number types; what changes is the rent and the registration behind it.
| Number type | Twilio's price a month | Registration it needs |
|---|---|---|
| Local (10DLC) number | $1.15 | 10DLC brand and campaign |
| Toll-free number | $2.15 | Toll-free verification |
| Your own number, brought to Twilio | $0.50 | Same as the number type |
| Random short code | $1,000, billed quarterly, plus a setup fee | Short code application |
| Vanity short code | $1,500, billed quarterly, plus a setup fee | Short code application |
Toll-free numbers skip 10DLC but have their own gate. Twilio blocks texts from an unverified toll-free number to the US and Canada (error 30032), quotes about three to five business days for review, and sends 3 segments a second by default once verified. Its verification article, read for this guide, names no fee for the verification itself; the costs are the higher rent and the same per-segment prices. Which route fits a small sender is weighed in 10DLC vs toll-free.
Twilio also sells optional add-ons per outbound text: the Engagement Suite (link shortening, click tracking, scheduling) at $0.015 with the first 1,000 free each month, and the Compliance Toolkit at $0.015. Either one costs more per text than Twilio's own rate, so switch it on deliberately. The Traffic Optimization Engine starts at $300 a month and is for high-volume senders.
The failed-message fee
Since 2024-09-30, most messages that end in a “Failed” status are charged a processing fee of $0.001. It is charged per message, not per segment, and messages marked “Undelivered” do not carry it.
“This fee is applied per message and not per segment. In other words, if your failed message was 2 segments, you will be charged the fee one time.”
Twilio exempts failures that are its own doing (internal errors, account suspension, its SMS pumping protection, geographic permissions) and messages its Compliance Toolkit blocks. It does not exempt the ones that come from your list: invalid numbers (errors 21211 and 21614) and numbers that have opted out (error 21610), which its fee article names among the most common causes. At a tenth of a cent the fee is small; what it measures is not. A steady stream of 21610 failures means your system keeps trying to text people who said STOP.
A worked monthly bill for two senders
Two made-up but typical US senders, priced line by line on Twilio's figures of 2026-10-22. The carrier mix is one third each AT&T, T-Mobile and Verizon. The registration and carrier lines come from the same arithmetic as the 10DLC cost calculator, so the two pages agree to the cent.
| Line on the bill | Dental clinic | Retailer |
|---|---|---|
| The sender | Appointment reminders from one local number | Promotions and order updates from two local numbers |
| Texts and segments a month | 1,500 texts × 1 = 1,500 segments | 20,000 texts × 2 = 40,000 segments |
| Twilio rate, $0.0083 a segment | $12.45 | $332.00 |
| Carrier fees, about $0.00434 a segment | $6.51 | $173.60 |
| Replies in, $0.01028 each | $3.08 (300 replies) | $8.22 (800 replies) |
| Local numbers, $1.15 each | $1.15 | $2.30 |
| Campaign fees | $1.50 | $20.00 |
| Failed messages, $0.001 each | $0.01 (10 failed) | $0.15 (150 failed) |
| A normal month | $24.70 | $536.27 |
| One-time fees in month one (brand and campaign vetting) | $19.50 | $76.00 |
| Month one | $44.20 | $612.27 |
Dental clinic: Low Volume Standard brand, one Low Volume Mixed campaign. Retailer: Standard brand (vetting included), two Standard campaigns. Taxes and Twilio's volume discounts are left out; Twilio says discounts are agreed with its account team, and they never touch the carrier line.
Look at where the money goes. For the clinic, the per-segment lines still make up most of a small bill, and the one-time registration nearly doubles month one. For the retailer, almost everything is per segment, which is why its two-part promotions matter: cutting each one to a single segment would save about $252.80 a month at this volume, more than the whole year of its campaign fees ($240.00).
How compliance mistakes show up on the bill
Most compliance mistakes on Twilio cost little in fees and a lot elsewhere. The table sets out what Twilio's own pages say happens, and what it costs, when a sender gets registration or opt-outs wrong.
| What went wrong | What Twilio does | What it costs you |
|---|---|---|
| Texting from a local number before the campaign is approved | Twilio blocks the message (error 30034). Its 10DLC page also warns unregistered senders of additional carrier fees. | The number rent keeps running while nothing sends. |
| A campaign suspended for sending what it did not register | Nothing sends on it (error 30033); after 30 days, if the use case is judged unfit, Twilio deletes the campaign and releases its numbers. | You still owe the monthly campaign fee and the numbers' rent while it is suspended. |
| A customer replies STOP | The inbound STOP bills as any inbound text ($0.0083 plus any inbound carrier fee). Twilio's automatic reply and the block cost nothing. | A custom confirmation your own system sends is an ordinary outbound text. |
| Your system keeps texting a number that opted out | Each attempt fails with error 21610 and carries the $0.001 fee. | Small on the bill; a sign your opt-out list and your sending list have drifted apart. |
| The same person is texted from a second number | Twilio applies STOP only to the number that last messaged the person, so the second number delivers and bills normally. | This is the expensive one: a text after a revoked consent is a TCPA claim. |
The last row is the one to fix in your own system, not in Twilio's settings. Twilio's help centre says that if you send from more than one long code or toll-free number, you “must take additional action separate from Twilio” to stop those customers being texted from your other numbers. Keep one opt-out list across every number and platform, and read any opt-out the customer words in their own way too: the rule is laid out in SMS opt-out keywords and TCPA rules for text messages.
Before you budget
Every figure on this page is Twilio's published price on 2026-10-22. Twilio's page says its prices “may change from time to time without notice”, and the registry changed its fees as recently as August 2025. Check Twilio's page before you budget, and check these five things on your own account.
If the bill still looks wrong for your volume, compare providers on the same lines rather than on headline rates: Twilio alternatives covers teams moving an existing registration, and the best SMS API providers compares how each handles opt-outs and registration. This guide is about cost and is not legal advice.
Questions owners ask
How much does one text cost on Twilio in the US?
On 2026-10-22 Twilio's US page listed $0.0083 per outbound SMS segment, plus a carrier fee between $0.0035 (AT&T) and $0.005 (Verizon, US Cellular) on a registered long code. A one-segment text to a Verizon customer therefore costs $0.0133 before any monthly fees. Check Twilio's page before you budget: it says prices may change without notice.
Is Twilio's carrier fee discounted at volume?
No. Twilio's 10DLC fee article says volume pricing can apply to Twilio's own fee, but because the carrier fee is passed through from the carrier, every message segment is charged the same carrier fee.
Do I pay when a customer texts STOP?
You pay for the incoming STOP like any inbound text: $0.0083 per segment plus any inbound carrier fee. Twilio's help centre says there is no cost for its automatic reply or for the block it creates. A message your own system sends to that number afterwards fails, and a failed message carries a $0.001 processing fee.
Does Twilio charge for toll-free verification?
Twilio's toll-free verification article, read 2026-10-22, names no fee for the verification itself. You pay the toll-free number rental ($2.15 a month) and the usual per-segment prices. Until the number is verified, Twilio blocks its texts to the US and Canada.
Why is my Twilio bill higher than messages times $0.0083?
Usually four things: long or emoji-carrying texts that bill as two or three segments; the carrier fee on every segment; monthly campaign and number fees that run whether you send or not; and inbound replies, which Twilio also prices per segment. Failed messages add $0.001 each.
What does a TCPA mistake cost compared with the Twilio bill?
Far more. The TCPA lets a person recover $500 per call or text, up to three times that ($1,500) if the court finds the violation willful or knowing. One unconsented promotion to a few hundred people can cost more than years of Twilio fees.
