Best ringless voicemail software, read against the FCC's call rules
6 vendors comparedVendor claims read 2026-10-22
For the owner or ops lead who wants to leave a recorded message in customers' voicemail without ringing their phones. Since 2022-11-21 the FCC treats that drop as a prerecorded call: consent first, written consent for marketing, then do-not-call lists, calling hours and an opt-out line in the message. We read six vendors' own pages on 2026-10-22 to see which of those steps the tool does for you.
Verdict by use case
Best overall
The most rows backed by its own pages: a setting that skips contacts without written consent, a call-back opt-out line, per-contact quiet hours and audit logs that keep the message. Plan around one gap: registry scrubbing needs a separate service.
Best for built-in registry scrubbing
Scrubs lists against the National Do Not Call Registry and your own list before the send, flags landlines and holds drops to local calling hours. Consent stays your job: nothing we read blocks a contact without it.
Best for drops on calls your reps place
Leaves a recorded message after the beep on calls that ring out, so reps skip the greeting. It is still a prerecorded call, and its DNC add-on estimates registry status rather than reading the registry.

Six tools, eight requirements
The first row is the one that decides most claims: does the tool skip a contact with no consent on record, or does it send whatever list you upload? Then the lists (the national registry and your own), the 8 a.m. to 9 p.m. window, the opt-out line, caller ID and the records. "Our pick" marks the best-overall verdict.
Read the "No" and "Check with the vendor" cells as work you will do outside the tool. Registry scrubbing can come from a DNC scrubbing service, and the quiet hours checker shows the window for a single number.

Ringless voicemail is a call
Every vendor on this page sells into the same rule. Here it is in the FCC's own words.
“we find that “ringless voicemail” to wireless phones requires consumer consent because it is a “call” made using an artificial or prerecorded voice and thus is covered by section 227(b)(1)(A)(iii) of the 1991 Telephone Consumer Protection Act”
All About the Message, a ringless voicemail company, had asked the FCC to rule that its messages were not calls because they never pass through the consumer's phone line. The Commission said no. It reasoned the way it had for texts sent from the internet: the sender addresses the message by the person's wireless number, and the voicemail alert brings the person to it. The ruling reaches “any ringless voicemail technology that uses the end user’s mobile telephone number to direct the ringless voicemail message to the end user’s mobile phone”, it took effect on release, and it does not depend on the autodialer definition the Supreme Court narrowed in 2021, because the message is a prerecorded voice. The autodialer guide covers that separate test.
Ringless drop
Software deposits the recording straight into the carrier's voicemail server. The phone usually does not ring; the person sees a voicemail notice.
A call under the FCC's 2022 ruling, made with a prerecorded voice. Consent first, then the calling and do-not-call rules.
Voicemail drop on a live call
The dialer rings the number; when it reaches a greeting, the agent picks a recording that is left after the beep.
An ordinary call that delivers a prerecorded voice message. The same consent, identification and opt-out rules apply.
Consent by message and line
What a drop needs before it goes out depends on what it says and where it lands. The rows below come from 47 CFR § 64.1200(a); most ringless drops land on cell phones, so the first four rows are the ones to read.
| Message | Line | What you need first | Rule |
|---|---|---|---|
| Marketing: it sells or advertises | Cell phone | Prior express written consent, signed, naming the number | 47 CFR § 64.1200(a)(2) |
| Informational: a reminder or account notice, no sales pitch | Cell phone | Prior express consent | 47 CFR § 64.1200(a)(1)(iii) |
| From a tax-exempt nonprofit | Cell phone | Prior express consent; the written form is not required | 47 CFR § 64.1200(a)(2) |
| Health-care message from a HIPAA covered entity | Cell phone | Prior express consent; the written form is not required | 47 CFR § 64.1200(a)(1)(iii), (a)(2) |
| Marketing | Home landline | Prior express written consent | 47 CFR § 64.1200(a)(3) |
| Informational, from a business | Home landline | None, if no more than three in any 30 days and opt-outs are honoured | 47 CFR § 64.1200(a)(3)(iii) |
Written consent is a signed agreement that names the number and says the person agrees to prerecorded marketing calls from you, with a line saying they do not have to agree in order to buy. The written consent guide covers the wording, and the consent form tool drafts one. The 2022 ruling speaks to cell phones; the landline rows apply to a drop left on a call that rang.
Two state statutes name voicemail drops outright.
A "telephonic sales call" includes a "voicemail transmission": "technologies that deliver a voice message directly to a voicemail application, service, or device." An unsolicited one that involves an automated dialing system or a recorded message needs prior express written consent. The Florida Telemarketing Act also holds commercial telephone sellers to 8 a.m. to 8 p.m. and three calls in 24 hours on the same subject.
The state's written-consent definition lists "the transmission of a prerecorded voicemail" beside automated dialing and recorded messages. No telephone solicitation between 8 p.m. and 8 a.m. in the called party's time zone, and no more than three in 24 hours on the same subject.
Fla. Stat. § 501.059(1)(j), (1)(l), (8)(a) and § 501.616(6); Md. Code, Com. Law § 14-4501(d) and § 14-4502(c). Other states: see state mini-TCPA laws.
What the message must say
A prerecorded message has its own content rules, and a voicemail adds one more: the person cannot press a key to opt out, so the message has to give them a number to call. Here is each clause next to what it means for a drop, then a builder that puts a script in that order.
| Clause | What the rule says | What it means for a drop |
|---|---|---|
| 47 CFR § 64.1200(b)(1) | At the start of the message, the identity of the business responsible for the call, by the name it is registered under with the state. | Open with the registered business name, not a first name alone or a brand nobody can look up. |
| 47 CFR § 64.1200(b)(2) | During or after the message, a phone number for the business (not the dialer's). For marketing it must take do-not-call requests in business hours; never a 900 number. | Say the call-back number, and make sure whoever answers it can take a do-not-call request. |
| 47 CFR § 64.1200(b)(3) | For marketing, an automated voice or key-press opt-out with brief instructions, within two seconds of the identification. | Put the opt-out instruction straight after the business name, before the pitch. |
| 47 CFR § 64.1200(b)(3) | Left in voicemail: a toll-free number the person can call later that connects straight to the automated opt-out and records the number to your do-not-call list. | A key press cannot reach you from a voicemail box, so the drop needs this line. The tool either supplies it or you stand one up. |
| 47 CFR § 64.1200(d)(3) | A do-not-call request is honoured within a reasonable time, not more than 10 business days, and kept for 5 years under (d)(6). | Opt-outs from the call-back line must reach the list the tool checks before the next drop. |
| 47 CFR § 64.1601(e) | Telemarketers transmit caller ID and never block it; the number shown must take do-not-call requests in business hours. | Use a number you own and answer, the same one the message gives where you can. |

Hi, this is Dana with Hill Country Roofing LLC. To stop these messages, call (888) 555-0199 at any time and follow the prompt to opt out. You asked us about a roof estimate last month. We have two inspection slots open next Tuesday morning. Call us back at (512) 555-0142. Again, that's (512) 555-0142.
- Yes The registered business name opens the message
- Yes The opt-out number is toll-free (800, 833, 844, 855, 866, 877 or 888)
- Yes A ten-digit call-back number is given
- Yes Opt-out and call-back are separate lines, so a call-back reaches a person
The opt-out line must answer with an automated opt-out that writes the caller's number to your do-not-call list, and stay live for the whole campaign. A script does not replace consent: check the table above first.

Drop Cowboy
What it is
A ringless voicemail platform that also sends SMS and voice broadcasts, with consent capture forms, suppression lists and per-contact quiet hours in the same account.
Who it fits
Small and mid-size teams that want the consent record and the drop in one place, and will add a registry scrub from a separate service.
- Skips contacts with no consent on record before a dropYes
A Require PEWC setting makes automated campaigns, ringless voicemail included, skip contacts without valid consent. Its forms keep a watermarked screenshot of each consent for five years.
- Scrubs against the National DNC RegistryNo
Not built in. Its own FAQ says National DNC Registry scrubbing needs a separate DNC.com or similar service.
- Keeps an internal do-not-call list for outbound callsYes
Global or per-brand suppression lists, checked before every send; opt-outs are added as they happen.
- Calling window by the recipient's time zoneYes
Holds drops outside 8 AM to 9 PM in each contact's time zone, read from the area code, and applies stricter state windows.
- Opt-out by a call-back number that adds the caller to your do-not-call listYes
An IVR the contact calls back and presses a key on; the opt-out goes to the suppression list with an audit log. You set the IVR up.
- Sends a caller ID name and number on outbound callsYes
A dedicated number per campaign, or your own Twilio numbers brought in.
- Keeps the exact recording dropped on each numberYes
Audit logs record the timestamp, recipient number, message content, delivery status and opt-out events.
- Per-number delivery report you can export (time, number, result)Yes
The same audit logs are retrievable when you need them, and delivery and opt-out webhooks push each event to your CRM.
VoiceDrop
What it is
A ringless voicemail service with AI voice cloning, two-way SMS and an add-on sales dialer, sold to sales teams.
Who it fits
Teams that want the registry scrub, landline filtering and calling-hour holds inside the drop tool, and keep consent records elsewhere.
- Skips contacts with no consent on record before a dropCheck with the vendor
Its TCPA page tells you to secure prior express written consent for marketing; we found no setting that blocks contacts without it.
- Scrubs against the National DNC RegistryYes
Validation tools scrub lists against the National Do Not Call Registry and your internal lists before the send, and flag landlines.
- Keeps an internal do-not-call list for outbound callsYes
DNC list management suppresses opted-out numbers across every campaign.

Holds messages by the recipient's area code so they land between 8:00 AM and 9:00 PM local time.
- Opt-out by a call-back number that adds the caller to your do-not-call listCheck with the vendor
Says it handles opt-outs; the pages we read do not describe a call-back opt-out line in the message.
- Sends a caller ID name and number on outbound callsYes
Your own caller ID is listed in every plan.
- Keeps the exact recording dropped on each numberYes
Audit logs keep the exact message content history for every campaign.
- Per-number delivery report you can export (time, number, result)Check with the vendor
Keeps timestamped delivery records and disposition reports (delivered, failed, DNC); an export is not described.
Slybroadcast
What it is

Who it fits
Businesses mailing their own customer lists that already run consent, do-not-call and timing checks before the upload.
- Skips contacts with no consent on record before a dropCheck with the vendor
Its best-practice list says to use numbers from existing customers or people who contacted you; no consent check is described.
- Scrubs against the National DNC RegistryCheck with the vendor
- Keeps an internal do-not-call list for outbound callsCheck with the vendor
Best practices say to stop sending to a number once it opts out and to train staff on it; no suppression feature is described.
- Calling window by the recipient's time zoneCheck with the vendor
Best practices say no drops before 9:00 am or after 9:00 pm, or on Sundays and holidays; we found no setting that enforces a window.
- Opt-out by a call-back number that adds the caller to your do-not-call listCheck with the vendor

How we read the claims
Questions buyers ask
Is ringless voicemail legal?
Yes, with consent. In a ruling released 2022-11-21 (FCC 22-85), the FCC found that a ringless voicemail to a cell phone is a call made with a prerecorded voice under 47 U.S.C. § 227(b)(1)(A)(iii), so it needs the person's prior express consent, and written consent when the message markets something (47 CFR § 64.1200(a)(2)). A vendor page that calls it legal without saying that leaves out the part that decides most cases.
What does a drop without consent cost?
Each drop is a call, so each one can be a separate claim: $500 per call or text, up to three times that ($1,500) if the court finds the violation willful or knowing. A campaign to a few thousand numbers adds up fast, which is why the consent row comes first in the table.
Does the Do Not Call Registry cover ringless voicemail?
Treat it as covered. The registry and the 8 a.m. to 9 p.m. window apply to telephone solicitations, and 47 CFR § 64.1200(e) carries them to wireless numbers. The FCC's own order noted that if these messages were not calls, the registry would not protect people from them. A signed written agreement naming the number lets you reach a registered number (47 CFR § 64.1200(c)(2)(ii)).
Can the person opt out by pressing a key?
Not from a voicemail box. On a live prerecorded marketing call the opt-out is a key press or voice prompt, but when the message is left in voicemail the rule adds a toll-free number the person can call later that goes straight to the automated opt-out and records the number to your do-not-call list (47 CFR § 64.1200(b)(3)). Put that number in every drop.
Is a voicemail drop from a dialer different from ringless voicemail?
Technically yes, legally not much. A dialer's voicemail drop rings the phone and leaves a recording after the beep; a ringless drop goes straight to the voicemail server. Both deliver a prerecorded voice, and the consent, identification and opt-out rules turn on that, not on whether the phone rang.
Can we send drops to a list we bought?
Only if each person's written agreement clearly authorizes your business to send prerecorded marketing calls to that number. The FCC's one-to-one consent rule was vacated by the 11th Circuit on 2025-01-24 and removed from the rules, but the definition of written consent still names the seller. Check where each consent came from and keep the record before the list goes into a drop tool.
